Installation of 16 computer rooms in an equal number of penitentiary establishments throughout the country, where each room must contain a minimum of 16 computers and a maximum of 20 and an equal number of tables and chairs for this purpose, 1 whiteboard and 1 date sho for the mediation of classes.

The Association's general objective is to reduce idleness, family and state economic dependence after incarceration through industrial, handicraft, commercial and other production work that will be practiced by HOKOYANA with the sole objective of reducing the rate of penitentiary recidivism in general, directing its action towards the protection and social reintegration of former prisoners.

However, our action will affect all the main penitentiary establishments in the 11 provinces of Mozambique.

Applicant organisation and duties of the co-applicant(s)

The Armando Emilio Guebuza Foundation, as co-applicant, has as its mission to assist the Hokoyana Association in the implementation and management of the funds financed by the partners.

In this sense, in percentage terms we can say that the Foundation has a 100% active participation in all actions carried out by HOKOYANA until the end of the Project.

On the other hand, we can say that we are also competing through the European Union in its active citizenship programme in the Lot: Women, peace and security valued at 3000000EUR. As such, this programme will complement the Digital Democracy Initiative to some extent.

Clarification comments: HOKOYANA as well as the Armando Emilio Guebuza Foundation are organizations against corruption, illicit acquisition of values as well as other evils that undermine its reputation. Hence, our regulations provide for sanctions applied to members as well as all direct participants in the project with deviant behaviors such as (disciplinary proceedings, expulsion and restoration of criminal proceedings according to the seriousness of the infraction).

Furthermore, as it is an organization that is still starting with its activities, we do not have any registered situation of bankruptcy, because the association has employees with a wide range of experience in the area of risk management, as well as funds as a whole.

SECTION D: PROJECT OUTLINE

PROJECT TITLE

Context and Problem Analysis (max. 1.5 pages)

Mozambique is a country with a high rate of prison overcrowding and this phenomenon is accompanied by criminal or penitentiary recidivism.

On the other hand, with the analysis of the data it was possible to understand that the penitentiary establishments have contributed mainly to social inclusion, through the intervention of multiple professionals, the flexibility of the curriculum and a learning personalized to the interests and needs of women and young prisoners and ex-prisoners, partnerships with the community and the existence of local and international projects. However, there is still a way to go in terms of digital inclusion. Digital is being introduced little by little, but it is not something very visible in this context, because due to its specificity there are other concerns in the day-to-day life of this social layer and professionals.

Looking at the digitalisation of contemporary European societies, we can draw a lesson in the sense that it offers considerable opportunities and challenges. While, for example, digitalisation removes formal barriers in terms of time and space, it also increases the risk of self-exclusion and greater homogenisation of social networks. In this way, digitalisation has the potential to reduce and reinforce existing social inequalities. Similarly, new digital media and techniques allow for different and more accessible forms of learning and participation and provide a springboard for groups that have traditionally struggled to find opportunities for learning and participation. However, more pessimistic interpretations suggest that new media can contribute to isolation and personal prejudices, reinforcing disillusionment and culminating in a loss of social capital. More examples are provided in the following contributions, but the main message seems to be clear: technical innovations such as digitization trends are not intrinsically good or bad. What really matters is what we do with them.

 Statistics indicate that the main national prisons with a maximum capacity of 1500 inmates have increases above 2000 inmates and this makes it difficult for the government to manage it humanely.

In turn, this problem has a direct influence on the rehabilitation and social reintegration of this social layer. The actions that HOKOYANA carries out have as their main objective to eliminate this phenomenon that plagues Mozambican society and in this context we want to take advantage of the digital age to involve our young people in the condition of serving their sentence, parole or even in the execution of the sentence in actions to combat all types of violence, democratic discussion,  psychological and legal support through digital technologies.

Our plans at national and regional level for the future, in addition to carrying out legal and psychological follow-ups, lectures in prisons on cross-cutting topics for prisoners, are also our bets on the creation of 15 or 16 computer rooms in prisons where prisoners can benefit from basic courses in this area of digitalisation.

On the other hand, we also do not leave aside the activities that can give an economic income to citizens convicted after imprisonment, such as (agriculture, fish farming, poultry farming, metalworking and carpentry, cutting and sewing), because we are convinced that the majority of Mozambican youth are unemployed. And it is this feeling of joblessness that often leads young people into the world of crime.

On the other hand, we believe that, for ex-prisoners, the loss of a job, a family or problems with the police and the justice system put them at an impasse. Thus, participation in the community offers the opportunity to rewrite one's own history, based on the reparation of possible inappropriate behaviors. Seeking help for probable behavioral adjustments and getting closer to old friends can lead you to regain a taste for leisure, cultural and associative activities.

At the highest point we would like to empower our target group in the most advanced ICT capabilities, but we all know that this dream needs a deep study on the behavior of prisoners once they are of dubious conduct. For this reason, HOKOYANA has on its agenda to organize a forum for debate with countries with extensive experience in the rehabilitation and social reintegration of prisoners, such as the Netherlands and neighboring countries, which can contribute with their experiences to the materialization of our actions, we want to take this opportunity to invite this DDI program to contemplate us in the next editions of financing, so that we can move forward with this dream of ours.

Project Objective and Design (max. 2 pages)

The Association's general objective is to reduce idleness, family and state economic dependence after incarceration through industrial, artisanal, commercial and other production work that will be practiced by HOKOYANA with the sole objective of reducing the rate of penitentiary recidivism in general, directing its action towards the protection and social reintegration of former prisoners at a national level.

Specific:

 (i) Provide ex-prisoners with social reintegration based on the development of income activities for their self-sufficiency;

(ii) To support these young people in the necessary means for the development of their activities;

(iii) Reduce the rate of involvement of behaviors that violate the law;

(iv) Reduce the recidivism rate in Mozambique's prisons through practices of incitement to ex-prisoners for their love of manual and intellectual work.

Where our target group are national and foreign prisoners and ex-prisoners residing in Mozambique and we expect as results:

 Ex-prisoners who adapt to a healthy, educated and competent life, regardless of their social or economic status.

ex-prisoners supported by material and technological means so that they can develop quality activities.

Provide favourable conditions for ex-prisoners to feel fully integrated into society;

Ex-inmates confident and motivated to start a new life free from crime.

Looking at the financial need that this social layer presents combined with the lack of employment, it is our perception that our main activities should be income activities using digital technologies and others that ensure their sustainability such as: Agriculture, Aquaculture; Carpentry/Locksmithing; Aviculture; Cut and sew without leaving aside the lectures in the penitentiary services addressing cross-cutting themes, legal and psychological assistance to prisoners, seeking to involve this social layer in active citizens in the development of the country.

On the other hand, it is our vision to create computer rooms in prisons where basic computer courses will be taught so that our target group can respond more efficiently to the use of digital technologies.

HOKOYANA, as a social organization that aims to immediately reduce criminal and/or penitentiary recidivism, has been working hard in the search for potential funders and partners, people of good faith, local structures to carry out the actions programmed in the association.

In this way, we also have to mention that our organization was founded in 2021 and since then until now only this year 2024 we are having interest on the part of funders in wanting to work with us as is your case for example.

Of this interest we also have at the local level the Ministry of the Sea, Inland Waters and Fisheries of Mozambique, which will support us with alvinos, feed and technical support for the practice of aquaculture.

HOKOYANA is an organization against corruption, illicit acquisition of valuables as well as other evils that undermine its reputation. That is why our regulations provide for sanctions applied to members with deviant behaviour such as (disciplinary proceedings, expulsion and restoration of criminal proceedings according to the seriousness of the offence).

 

 

 

 

By the beneficiaries

Working with people who have already been in the world of crime, brings doubts to anyone, this time in partnership with SERNAP we have done a grassroots work in the sense of changing behavior, in fact that is why HOKOYANA exists to show a new perspective of life for this social layer. On the other hand, they are also not exempt from penalties provided for in the HOKOYANA regulations for any infraction.

 

Identification of beneficiaries, target groups and geographical focus (max. 1.5 pages)

This project will be dedicated to the rehabilitation and social reintegration of former prisoners, as well as inmates of national penitentiaries, through the training of women, girls and young prisoners in basic computer courses from a user's perspective (Word, Powerpoint, Excel, OneNote and Graphic Design) as an important first step for those who want to start using digital democratization.

So, in quantitative terms, we intend to benefit about 2000 prisoners of both sexes for the whole country in 24 months, 1000 for every 12 months.

It should be noted that this number may or may not increase according to existing needs and conditions.

As a selection criterion, HOKOYANA is a civil society organization that seeks to promote the well-being and acceptance of citizens convicted after imprisonment by society without disqualification, regardless of their physical condition, gender, race, ethnicity, political or religious affiliation. For this reason, in partnership with the National Penitentiary Service (SERNAP), HOKOYANA is preparing an action plan where it asks a number of former prisoners of both sexes to take action that will be carried out by them in accordance with the existing conditions.

In terms of needs, our target group can be defined as being in need without the material and financial means to start life after incarceration. Hence our action to support this social layer for their social reintegration in a humanized way and respected by society.

As we mentioned in one of the paragraphs of this document, in Mozambique, although there are laws that defend the dignity of the convicted citizen and the social reintegration of the ex-prisoner, the practice presents a completely different situation (e.g. penitentiaries 3 times more overcrowded throughout the territory, higher rate of criminal recidivism due to the marginalization of ex-prisoners and not having the opportunity to start a new life,   choose to return to the world of crime).

Project Management Arrangements and Partnerships (max. 1.5 pages)

The organizational structure for the governance and project management of the Hokoyana Association has the following structure, which we call the governing bodies: a) General Assembly; b) Board of Directors; and c) Fiscal Council.

2. The president of the Association, by virtue of his duties, is the General Coordinator of the Association's Projects.

3. The Executive Boards of the projects report directly to the General Coordinator.

The General Assembly is the sovereign body of the Hokoyana Association, composed of all members, in full enjoyment of their associative rights and is directed by a board composed of ׃

(a) a President; (b) Vice-Presidents; and (c) a Secretary.

It is incumbent upon the General Assembly to:

 a) Elect the governing bodies; b) Define the main lines of action of the association; c) To set the amount of the fee, the membership fee and other contributions of the members; d) To amend the statute; e) To resolve on the suspension of the application of any statutory rule;  f) To examine and pronounce on the balance sheet and financial situation report for the previous financial year, with a view to the approval of the Supervisory Board; g) To assess the action plans of the Executive Board; and h) To exercise the other powers provided for by law and in these statutes and to deliberate on issues related to the functioning of the Hokoyana Association that have been submitted to it by the Executive Board;

On the other hand, the Board of Directors is the management and administrative body of the Hokoyana Association and is composed of the following members: a) the President; (b) the Vice-President; (c) the First Secretary; (d) the Second Secretary; (e) the First Treasurer; and the two members of the committee.

The Board of Directors is responsible for: a) administering the finances of the Association, making the best possible use of existing resources, issuing cheques and bonds, concluding any contracts and granting guarantees, if necessary, with the prior approval of the General Assembly; b) sign agreements and other instruments of socio-cultural or educational interest for the Association; c) comply with and enforce these Bylaws; d) to prepare the proposals for amendments to these Bylaws and submit them to the Extraordinary General Meeting, in accordance with the bylaws; e) prepare the financial statements and the annual budget with the opinion of the Fiscal Council, and submit them to the General Meeting; f) to promote the achievement of the objectives proposed by the Association, complying with the resolutions of the General Assembly and the Audit Committee; g) propose amendments to the Internal Regulations for consideration and deliberation by the General Assembly; and h) submit to the General Assembly, on an annual basis, the proposal for the Association's Action Plan.

The Fiscal Council, the economic and financial supervisory body of the Association, is composed of 3 (three) effective members and 3 (three) alternates, elected by the Annual General Meeting, from among the members with voting rights, not belonging to the Board of Directors and Fiscal Council.  giving an opinion on it; b) To examine the accounting data of the Association, as well as the respective documentation, issuing an opinion; c) To examine whether the amounts of expenditure incurred are in accordance with the programmes and resolutions of the General Meeting; d) To examine, every six months, the economic and financial statements of the Association and issue an opinion.

2. The opinions shall accompany the accountability of the Executive Board when they are forwarded to the General Meeting, when applicable.

3. For the proper examinations and verifications of the necessary books, accounts and documents, the Fiscal Council may, if necessary, seek specialized technical advice.

It should be noted that for this project the association does not have local partners for funding purposes.

In terms of the local partners selected by HOKOYANA, this was based on verifying that the objectives of the selected partners were in line with those of HOKOYANA and on the other hand the credibility of the organization was also a criterion for selection. After the selection, it was agreed that our activities will be carried out together at all stages until the end of the project.

It is a consensus between the Hokoyana Association and the Armando Emílio Guebuza Foundation, within the scope of their partnership, that for greater security and transparency in financial management, the financed funds should be deposited in the Foundation's account, since they have greater experience in managing them. This time, its use would be based on an action plan according to the objectives previously set for this purpose.
